We desire to explain, that the seemingly large balance to our
credit has been carefully accumulated to meet the incurred ex-pense
of building extension and printing catalogues.
We are happy to report, that we have completed and issued
an Author, Subject, and Title Catalogue of the Circulating De-partment
of the Library, being a volume of over 1,400 quarto
pages, of double column matter, printed from new type, on fine
super-calendered paper, the whole comparing favorably in liter-ary
and artistic merit with the best Library Catalogues extant,
and will, we believe, be of great service and value to the read-ing
public, and enhance the usefulness of the Library.
The extension and much-needed additions to the building
now under construction will, in the near future, relieve the
crowded condition of both Reference and Circulating depart-ments,
and thereby increase the utility of the Library.
As a partial expression of the appreciation of the able official
service and personal character of our deceased colleague, L.
Breckenridge, we append resolutions unanimously passed by
the Library Board.
For more full and detailed statements as to the condition of
the Library and the work done, we beg to refer to the appended
report of the Librarian.

At a meeting of the Cleveland Library Board, held
at its rooms on the afternoon of April 10, 1889, the
following resolutions were adopted as expressive of
our sorrow at the death of L. Breckenridge, the Secre-tary
of the Board:
WHEREAS, Death has taken from us our much
respected and esteemed fellow member, Lewis
Breckenridge, Esq., now, therefore be it
Resolved, That we feel and mourn his loss keenly,
not only on account of his singular industry and
zeal in his loving labors as a member of this Board, •
and as its efficient Secretary, but also because of our
deep attachment to him as a man and as a brother.
Resolved, That we attend his funeral in a body.
Resolved, That a copy of these resolutions be
spread on the minutes of our meetings, and that a
copy of the same, signed by the President and acting
Secretary of the Board, be delivered to the family
of Mr. Breckenridge.
R e p o r t o f bl>e L i t r a r i a i ) .
To the Honorable, Public Library Board:
GENTLEMEN :—In compliance with Rule 17, for the Cleve-land
Public Library, I have the honor of submitting to you the
following statement of the work done in the Library during the
year ending August 31, 1889, and> as nearly as possible, of the
condition of the Library, at the close of the year, being the
Twenty-First Annual Report of the Librarian.
BOOKS.
According to the last Annual Report, there were on hand,
August 31, 1888, 54,43° volumes. There have been added,
during the year, 4,018 volumes, deducted by wear and loss
1,078, making an estimated net gain of 2,840, and a total on
hand, August 31, 1889, of 57,370 volumes.
The foregoing figures are based upon a careful examination
of the books in the Circulating department, a partial count of
the Reference department, with as careful an estimate as pos-sible
on that part of the Reference Library, which has been
crowded off the shelves, and of the unclassified books and dupli-cates
which are packed away for lack of shelf room.
It will be observed that 349 books which were unaccounted
for in the report of 1886, owing to the disarranged condition of
the Library, and have been carried forward in the two succeed-ing
reports as deficient, are found to be on hand, now that the
Library has been carefully rearranged. Further details are
given in Appendix A.
The total purchase of books during the year amounts to
3,195 volumes, for which the sum of $4,440.78 was paid, or an
average of $1.39 per volume.
8 LIBRARIAN'S REPORT.
A statement of the books added to the Circulating depart-ment,
by classes, may be found in Appendix B. An analysis of
this will show a large preponderance of the more valuable
classes of books, and of the fiction purchased there has been
very little that can be classed as light or sensational.
Of the books condemned, a large part were given to the
county jail. A few which were so badly worn as to be useless
were destroyed.

GIFTS.
A list of the gifts to the Library, with names of the donors,
will be found in Appendix C.
WORK IN THE LIBRARY CIRCULATING DEPARTMENT.
This department has been open 306 days, being every week
day in the year, except the holidays.
The hours are from 8:30 A. M. to 9 P. M.
The number of books issued during the year was 194,338,
being an average issue of 603, and a decrease of 15,218 from
last year.
The number of membership cards issued was 2,798, and the
total number to date 19,431.
A detailed statement of the work in this department may be
found in Appendix D.
REFERENCE DEPARTMENT.
This department has been open 358 days, or every day in
the year, except the holidays.
The hours have been from 9 A. M. to 10 P. M., on week
days, and from 1 P. M. to 9 P. M., on Sundays, throughout
the year.
The Reference department and the Reading-room were
visited by 61,814 people during the year, being a daily average
of 202, and an increase of 467. Of these visits, 12,182 were
on Sunday, being a daily average of 234.

IO LIBRARIAN'S REPORT.
A list of newspapers and periodicals currently taken and on
file in the Reading-room, may be found in Appendix F.
From this it appears that 270 periodicals and newspapers are
taken in the Reading-room. There are also 34 magazines placed
in the Circulating department. The total expense for periodic-als
is $912.44.
BINDING.
It will be seen by the figures in the President's report that
the amount spent for binding is less, with one exception, than
for any previous year since 1881. This can be accounted for
from the fact that the large expenditures of 1885-86 and 87, in
preparing the books for rearranging and classifying had placed
the Library in fair condition in that respect. The books are
bound in half-morocco, excepting some of the periodicals for
the Reference department, which are bound in various bindings,
uniformly with the sets to which they belong, and a few of the
smallest books in the Circulating department, which are bound
in half-roan.
Full details are given in Appendix G. In addition to the
work noted there, 5,716 volumes have been repaired by the as-sistants
in the Library.
The Librarian's cash account may be found in Appendix H.
CATALOGUING.
The work of printing a dictionary catalogue of the English
books in the Circulating department which was undertaken
under your direction, has been carried forward to completion,
as nearly as possible in accordance with the plans you decided
upon.
I take pleasure in submitting for your approval copies of
the completed work.
CONCLUSION.
In conclusion, permit me to felicitate you, and all those who
are interested in the success of the Library upon the notable im-provements
you have undertaken, the additional room, the im-proved
methods of heating and lighting proposed, and especially
the proposed arrangement in alcoves, which will without doubt
very greatly increase the convenience and value of the Library.
